How much Hydroquinone strength bleach is in this bottle?

The FX line does not contain hydroquinone, but arbutin as an alternative to HQ. This is true for both Obagi Clear FX and Blend FX. The packaging is very similar to the HQ containing products which are called Clear #3 and Blender #5. Hydroquinone-containing products require a prescription to purchase in the USA.
